Graduated from Bryansk Institute of Transport Engineering (1986), after which according to a Russian tradition started writing texts and developing projects in the field of culture and art. Being participant of the Kaliningrad literary Samizdat in the 1980–1990s he was combining his jobs in public institutions and business with writing and cultural projects. One of the founders of the local association of writers "Simplitsy", that in the mid 1990s developed projects at the intersection of two subjects – post-Perestroika Kaliningrad entering international art context and "construction of one’s own regional identity". Has been involved into development of three governmental programs for the development of culture in the Kaliningrad region. Member of several councils under the auspices of regional authorities responsible for cultural policy in the Kaliningrad region. In 1999–2008 published a lot of critical articles on ongoing architectural processes and history of Königsberg architecture in local press. Author of the book "Local time. Walking in Kaliningrad" (1998) as well as a number of stories on the subject of "a city and its dimensions". In 2006-2007 attended the training program for cultural managers organized by Tranzit and the European Cultural Foundation.
